This research will develop a decision-making approach to real-time co-ordination of emergency response to mass casualty incidents (MCIs).
The approach will enable emergency services involved in MCIs to work together in a coordinated manner. This will reduce the number of fatalities and ensure casualties arrive at the hospital in the smallest time. This, in turn, will minimise suffering.
Methodology and objectives
First, we will identify and review the recently developed decision support models in MCIs.
We will establish the need for a comprehensive approach in decision support of MCI emergency response.
We will develop an appropriate optimisation-based approach to enhance the emergency response to MCIs.
The approach will allow co-ordination of responses between emergency services during MCIs. It will provide the right response at the right time and fit with the nature of dynamic and uncertain problems.
We will achieve a good understanding of the coordination of emergency response in the MCIs, by:
- identifying the key elements of a co-ordinated approach of emergency response to MCIs
- understanding the role of communication between emergency services in response to MCIs
We will then develop and implement a computer model which implements the approach. This will include building a representation of a geographical area using GIS data.
Finally, we will develop case studies to evaluate the performance of the approach. We will use the computer model developed for different types of MCIs in different geographical areas.
